En 2003 se present&oacute; el primer proyecto de ley del Congreso para estudiar la creaci&oacute;n de un museo. En 2008, con el liderazgo presidencial y congresional, se estableci&oacute; una comisi&oacute;n de 23 miembros para estudiar la viabilidad de un museo. En 2011, el trabajo de la Comisi&oacute;n culmin&oacute; en un informe final que destacaba que la creaci&oacute;n de un museo en el National Mall era realmente factible.
